The process was slowed and deadlines missed due to the lateness at which census figures were received last fall.

A map drawn by a special master leaves the districts largely intact.

That includes the controversial "lobster claw" in the 5th and 1st districts born out of elimination of the 6th district 20 years ago.

Attorney for the Republicans Proloy Das said "it's so important for us to get rid of a gerrymandered map, why we have to get rid of the lobster claw.  Because it undermines democracy".

The Democrats on the Reapportionment Commission are represented by Aaron Bayer.

He said "if you (Supreme Court) go about trying to redraw the map, you will end up moving tens of thousands or hundreds of thousands of voters into new districts with profound political consequences that this court will have to own".

The justices didn't indicate when they would render a decision.
