Illinois Policy’s Adam Schuster said Illinois is spending more and getting less because it is put in the wrong places.
“The way the money is spent is primary up to the local government,” he said. “Too much of it goes to general administrative cost.”
Schuster said lots of it is spent on district administration. The money is captured at the top in unnecessary bureaucracy and never makes it down to the kids who need the money for tools to help their education.
