White House COVID adviser can't answer why FL COVID cases are the same as CA

California is a state with one of the most stringent lockdowns because of COVID-19. On the other hand, Florida has allowed common-sense and individuality to make the decisions for opening/closing the state.
You would think they would have totally different case numbers because all we have heard for the last year was how we all need to lock down to control the virus. However, both states have nearly the same case rates.
