The nearly $2 trillion spending bill, includes $360 billion in funding for state and local governments. If the federal government has opened the flood gates, why shouldn’t states take advantage of the funding?
Adam Michel, a senior policy analyst with the Heritage Foundation, explains that taking the money comes with conditions.
“This bill just spreads money around like its free,” says Michel.
