"We'll see what the Biden administration is able to do," says former US Senator Jim Talent following movement of Russian troops into eastern sections of Ukraine by Vladimir Putin this weekend. "I don't have a lot of confidence that economic tools will be sufficient to deter either by denial or aggression, or punishment. It just doesn't work," says Talent of economic sanctions.
Talent says Putin will send troops into the Donbas region to occupy them after he declared them "independent" countries during a lengthy televised speech over the weekend.
"When he does that, he'll already have won, then he's gonna be negotiating over what further concessions he can get or what further things he can achieve," says Talent who calls further attacks on the western half of Ukraine, an "open question."
