They are for fines -- specifically increased fines. If you are caught speeding in the construction area, it could now cost you up to $5,000. The photo here was posted on the Gateway Project Facebook page, warning drivers about the new maximum fine. The post also suggested that you "Please slow down in our work zone," and with fines up to $5,000, it's probably a good idea.
