Greenville City budgets are approved through June 30th, 2027.

City Council unanimously passed the $309.9M operating budget funding municipal services for the next fiscal year. The budget keeps the current property tax rate in place, while adding a one-dollar monthly increase to the solid waste fee, along with a 2.4% increase to base wastewater and annual stormwater fees.


Council also approved $29M for the first year of the City’s 5-year Capital Improvement Program. Funding will support transportation upgrades, affordable housing initiatives, public safety technology, parks, trails and other infrastructure projects.

Investments Reflect Community-Driven Goals

Greenville City Council approved two significant financial actions that will shape the City’s operations and investments for the coming year — unanimously approving the final readings of the FY 2027 Operating Budget and the FY 2027 Capital Budget.

The $309.9 million operating budget is a financial plan funding all municipal services from July 1, 2026, to June 30, 2027. The budget maintains the current 81.4 mill property tax rate while adding a $1 monthly increase to the solid waste fee and a 2.4% increase to the base wastewater fee and annual stormwater fee.

In a companion action, Council voted to appropriate $29 million for the first year of the City’s 2027–2031 Capital Improvement Program, which supports a wide range of infrastructure and quality‑of‑life projects, including:

  • Transportation improvements and intersection upgrades
  • Greenways, trails, open space acquisition and stream restoration
  • Affordable housing initiatives
  • Public safety technology and facility enhancements
  • Park and community center upgrades

The ordinance also allocates $3.5 million in interest within the Capital Projects Fund and $4.2 million from the Capital Projects Reserve to designated projects.
