Is Joe Biden deliberately lying regarding claims of zero inflation?

On Wednesday, President Joe Biden spoke about the inflation numbers for July. Biden and his Press Secretary both claimed that there was "zero inflation" for July. In reality, the inflation rate in July was 8.5% compared to July of 2021. This July's inflation rate did drop slightly. It would've been a 40 year high, had it not been for the 9.1% inflation jump this past June. So it's clear, that what President Biden said was not factual.
