A 1968 law that banned gun sales to people under 21 years of age is unconstitutional, according to a federal appeals court. In a ruling handed down Tuesday, the 4th U.S. Circuit Court of Appeals determined that 18-year-old citizens have Second Amendment rights -- invalidating the law that prohibits them from purchasing firearms. "We first find that 18-year-olds possess Second Amendment rights," reads Judge Julius Richardson's decision. "They enjoy almost every other constitutional right, and they were required at the time of the founding to serve in the militia and furnish their own weapons." Tuesday's ruling applies to only five states: Virginia, Maryland, West Virginia, North Carolina and South Carolina. Anti-gun advocates are expected to appeal the decision.
