South Carolina is one of 27 states in the U.S. that has the death penalty. Under current South Carolina law, there are several circumstances that make convicted a killer eligible for the death penalty. One of those circumstances, is if the murder victim is a child under 17 years old. On Wednesday, 17 year old William Micah Hester was arrested for murder. Greenville County investigators say, Hester killed his 4 year old, half-sister Joanna Lockaby. The little girl was found dead in the woods near her Pelzer home after being reported missing. Hester is accused of suffocating her and then putting her body in a plastic bin. Given the fact that he is 17, Hester will likely be tried as an adult.
