French returned to the position last week, her attorney Mike Rains told KCBS Radio.
French was placed on administrative leave in October of last year after allegations surfaced that she and her husband, Lee French, a sergeant with the Oakland Police Department, assaulted their then-18-year-old daughter.
French's daughter filed for a restraining order against her parents that month, accusing the two of threatening to kill her and "pinning her down."
At the same time, French and her husband alleged that their daughter was being coerced into sex work by a 34-year-old man, Joe Goldman, according to Rains.
Goldman was arrested in Richmond by U.S. Marshalls and was charged with "pimping and pandering" the teenager, however, his case was dismissed as French's daughter refused to testify against him. Goldman, whose legal name is Oho McNair, was previously convicted of human trafficking in Alameda County.
French and her husband were both placed on leave after visiting Goldman's mother's house in Vallejo to confront her about her son. After the conversation, Goldman's mother filed a complaint that the couple had threatened Goldman.
The Vallejo Police Department and the Contra Costa County District Attorney's Office opened investigations into the allegations against the Frenches, but Rains said no criminal charges were filed against either due to the insufficiency of evidence.
Following a separate lengthy investigation into Chief French's alleged administrative misconduct, the City of Richmond decided to reinstate French to her role.
In a tweet Wednesday, Richmond Mayor Tom Butt said he's happy to have French back. "Speaking for myself, I'm glad to have Bisa back," he wrote. "I think she's been a great police chief and she will continue to be, and I'm glad to have her back at work. I think she's very well respected."
