Santa Cruz city officials will consider a controversial homeless camping law on Tuesday called TOLO, "The Temporary Outdoor Living Ordinance."
If approved, it would replace a decades old city ban on outdoor sleeping.
The ordinance would limit where people could sleep to what are called "safe sleeping zones."
"It’s hard for people to uproot themselves and carry everything from one spot to an undesignated spot because they don’t give us anywhere to go after the fact," one homeless person told KCBS Radio.
A large encampment is visible at a crossing between Highways 1 and 9, an intersection which is slated for improvements. The city has been working with Caltrans to clear it.
"We’re still working with Caltrans in trying to figure out the best date for them to move the camp," explained Elizabeth Smith, who is with the city of Santa Cruz. City officials have also received pushback from residents who live in the areas being considered for the safe sleeping zones.
