Solo drivers on Highway 101 in San Mateo County can expect to pay tolls by the end of the year.

The first phase of lanes will be enforced by the end of this year, from the county line until Whipple Avenue in Redwood City.

Highway 101 will include 22 miles of express lanes between the Santa Clara County line and Interstate 380 by the end of 2022, according to the San Mateo County Transportation Authority.

Last Friday, the San Mateo County Express Lanes Joint Powers Authority adopted a toll ordinance for the 22-mile stretch of Highway 101.

It’s not yet clear how much the tolls will cost, but the Transportation Authority said prices "will be adjusted during operating hours depending on demand and traffic patterns, with the goal of keeping express lane traffic flowing smoothly."

Certain vehicles will also be exempt.

Vehicles with three or more passengers won’t be charged a toll, while clean-air vehicles and vehicles with two passengers can get a 50% discount. That discount, however, will be revisited before the second phase opens next year, the Transportation Authority said.

Single-passenger vehicles must pay the full cost of the toll. All drivers will need a FasTrak "Flex" toll card, and could be fined if they don’t have one.
