The Department of Transportation is proposing new regulations that would make it more difficult for travelers to figure out the entire cost of booking a flight. The changes wouldn't show the costs of extras like taxes, passenger facility charges and a civil aviation security fee, not to mention checked bag fees and the cost of changing a flight.
