HARRISBURG (Newsradio 1020 KDKA) - Legislation to ban the use of hand held cell phones while driving in Pennsylvania has been weakened in the state house.
One amendment would make it a secondary, not a primary offense.
That means drivers could only be cited if stopped for another violation.
Democrat Jordan Harris of Philadelphia advocates the amendment.
“I don’t think we should be giving more reasons for people to be pulled over in our commonwealth when we’re not collecting the data, the racial demographics,” said Harris.
The amendment would also change texting while driving from a primary to a secondary offense.
The full House voted Wednesday 120 to 74 to approve the measure. It now heads to the Senate.
