A City Council member is proposing a measure to Clean Up Pittsburgh.

Under Councilperson Bob Charland's Quality of Life Ticketing legislation, a first violation would be $35, $50 for the second, and $100 for the third.

When asked about the responsibility of Landlord/tenant, Charland tells KDKA Radio...

"If the landlord can show", he says, "that they have signed an addendum to their lease, that they have explained to their tenant what their responsibilities are, the ticket would go to the tenant, and not the landlord".

The Anti-Litter Division will spearhead inspections, issuance of tickets, and necessary follow-ups to ensure compliance.

When asked about the risk of an ensuing confrontation, Charland responds...

"That is a concern", he says, "and we'll have to work through that"...

Charland says he hopes to have the bill implemented by years end.
