Steel City Youth Football League says it has wrapped up its investigation into the incident between Carlynton and Keystone Oaks.
Saying it can't identify them by name due to privacy, the League says eight people did violate its Code of Conduct.
That includes the coach for Carlynton, identified as DeQuay Canton, who has been banned for life.
Both teams are on probation for the rest of the season.
And while it adds that racism and bigotry have no place in the League, its investigation found no evidence of racial slurs being used.
Canton released a statement earlier this week claiming slurs were used and the viral video didn't show the entire story
The board says it will have security now at league events and will be working its refs and home organizations to foster a save and positive environment.
