Council members divided on reopening of Shuman Center

Two Allegheny County Council members differ sharply on reopening Shuman Juvenile Detention Center.

Council voted this week to take the matter of a private company reopening Schuman to court.

They say issues involving the use of county property must come before council and are asking for a judgment.

“Did the county break the law by not running their Shuman proposal by us and the answer is yes and I cannot wait until the court rules on that,” said Council member Bethany Hallam.

Council member Sam DeMarco was also on the Big K Morning Show. He says Hallam is just against putting people behind bars.

“They’re trying to use this as an excuse, particularly (Hallam) to delay the reopening of Shuman, because she is against incarceration period,” said DeMarco.

The five-year $74 million contract with Adelphoi would reopen Shuman by the end of the year.
