Legislation to regulate e-scooters has cleared the state House.
By vote of 176 to 27, the State House approved Emily Kinkead's bill that would legalize and regulate e-scooters and also allow some cities to create shared-scooter programs like the one Pittsburgh had several years ago.
Those cities would need to provide annual updates on accidents and usage.
The regulations would prohibit anyone under 16 from using them and 18 and older riders would need to wear a helmet.
While they would not be subject to registration, Kinkead's bill calls for PennDOT to educate drivers and riders about scooter laws and businesses that sell them would be required to provide buyers copies of the rules or face a thousand dollar fine.
The bill now goes to the Senate.
