An inmate at the Allegheny County Jail is suing in federal court, alleging guards broke his arm after he complained that jail was withholding his pain medication.
The suit says the civil rights of 31-year-old Aaron Tipton were violated in 2022 when he was forced to the ground, punched and kicked and shocked four times with a Taser.
His broken arm required surgery the next day.
Tipton pleaded guilty last year to assaulting a corrections officer and was sentenced to 8-1/2 to 17 years in state prison.
He has yet to be transferred.
