The Pittsburgh school board votes later Tuesday on a plan to partially return students to the classroom.
The board proposal would give Superintendent Anthony Hamlet authority to decide if the district is ready for a hybrid plan as soon as November 9.
Dozens of teachers have expressed worry about returning to the classroom.
Union president Nina Esposito-Visgitis says safety is the main concern.
"We are working now on a safety plan with the district. We have not signed off on a safety plan."
As it stands now, students would divide into four cohorts.
Some would be in class Monday and Tuesday, others on Thursday and Friday.
Students could still choose to be fully remote.
Special Ed students would be in person for four days.
