At least 15 people are recovering, including several children, after a mass shooting on Chicago's West Side on Halloween night.

The Chicago Police Department says among those injured were a 3-year-old, an 11-year-old and a 13-year-old. All three children are in serious condition.

The other 11 victims are in their 30s, 40s and 50s. All were transported to nearby hospitals. Their injuries range from critical to non-life-threatening, according to police.

In addition to the victims injured the shooting, a woman was hit by a car while trying to dodge the gunfire. She was last reported in fair condition.

The incident took place at approximately 9:30 p.m. Monday in East Garfield Park.

Officers believe a dark-colored SUV with two shooters opened fire on a crowd standing near the intersection of California Avenue and Polk Street. The group, some dressed in Halloween costumes, had gathered for a vigil unrelated to the incident, police said.

No suspects have been arrested and the motive is unclear. The shooting was captured on surveillance video, which is currently being reviewed.

Chicago Police Supt. David Brown said the shooters aimed randomly into the crowd, and the gunfire was over in about three seconds.

"We know it's a drive-by. We know it happened in just a few seconds," he said. "We always worry about retaliation obviously, but we don't know enough about this, whether it involved a gang conflict or some personal conflict yet, but as soon as we know we'll share that with the public."

Brown said extra police resources are being deployed in the area "to make sure that we can prevent any retaliation, if that's something that's real."

A reward of up to $15,000 is being offered for information in the case.

Mayor Lori Lightfoot said she was heartbroken over the "tragic display of violence by cowards indiscriminately shooting into a crowd."

"The shooters had no concerns for the lives of the adults and children impacted, but I am calling on people of goodwill who have information, to come forward. None of us can be silent when faced with this kind of tragedy," Lightfoot said in a statement.

The mayor added that the shooting serves as a reminder that "there are too many weapons of war available to criminals."

"We must have a statewide ban and I urge the legislature to act," she said.
