The city of Beverly Hills is reminding locals about an ordinance that bans anyone under age 21 from having Silly String, shaving cream, or hair removal products in public from 6 a.m. on Oct. 31 to 6 a.m. on Nov. 1.


The ordinance was adopted in September in response to “safety concerns” reported to the Beverly Hills Police on previous Halloweens. It notes that the banned substances are often used for vandalism rather than “legitimate purposes” during the holiday, leading to property damage, skin irritation, and possible environmental harm.

Violators will be issued a citation, but it’s not clear what the penalty will be. A similar rule on the books in Hollywood carries up to a $1,000 fine or six months in jail. Talk about a Halloween fright.
