Florissant detective terminated after hitting suspect with police SUV

FLORISSANT, Mo. (KMOX) - The Florissant, Mo. police detective who hit a suspect with his vehicle has been terminated, according to Florissant Police Chief Timothy Fagan.

The detective has been identified as Joshua Smith.

Smith is a 9-year veteran of the force and had no previous incidents that required an outside investigation, Fagan said in a previous press conference.

Video of the incident involving a Florissant officer happened around 11:30 p.m. Tuesday in the north St. Louis County neighborhood of Dellwood. A doorbell camera captured video of it.

The man seen arrested in the video is 20-years-old and suffered an ankle injury in the incident. He was charged with resisting arrest and released. 

St. Charles County prosecutor Tim Lomar is the special investigator in this case, as he was asked to handle the case by St. Louis County Prosecutor Wesley Bell, because Bell has a potential conflict of interest.  

Lomar said on Monday that investigators were searching for a second video that could provide an angle that showed the moment of impact. 

Two other officers who were at the scene were also put on leave pending the investigation. 

The man seen arrested in the video is 20-years-old, Lohmar said on Monday that police were trying to locate the man and two others who also ran away.

"The only instance, as far as I'm concerned, where an officer is justified in using potentially deadly force by using a motor vehicle is if that officer's life is or physical health or that of another is in question," Lomar says.

Lohmar says the three men ran from police after officers pulled the car over. He says the car matched the description of a vehicle wanted in connection with a shots fired incident. He also says police failed to report any use of force in the original report.
