"The citizen of the St. Louis Metro area are watching and waiting for this newly installed St. Charles County prosecuting attorney to file what we think are appropriate charges in this clear-cut case of abuse," Summers says.A Jefferson County Sheriff's Department incident report found that Moutray forcefully moved his wife by her neck to get his cellphone from her in November after she discovered he was having an affair. The report also states Moutray punched a hole through a locked door to open it.

Moutray's attorney, Allison Sweeney, has said charges weren't filed because experienced prosecutors had found insufficient evidence to pursue charges.Moutray's wife's attorney, Danielle Pelot, called the indefinite suspension of Moutray a step in the right direction.
