CHESTERFIELD, MO (KMOX) - A Chesterfield man faces state and federal charges as he's accused of kidnapping a teenage girl from Kansas and bringing her to Missouri.

Chesterfield Police say a joint investigation with the FBI led to 38-year-old John Low's Chesterfield home Wednesday, where they located the 15-year-old girl. Police say she was found with a dog collar around her neck.
The girl was reported missing from Manhattan, Kansas on Monday. Police say Low and victim were communicating through a website called Omegle and that Low instructed her on how to "wipe and factory reset her phone prior to leaving her phone behind."

Police say the victim told them Low had vaginal intercourse with her and a search of his home revealed "numerous sex toys, multiple restraining devices, and infant toys." Police say Low told them "he was looking for a long-term relationship" with the girl.
Low is charged with statutory rape, statutory sodomy, and child molestation. He also faces federal charges of coercion and enticement of a minor, transport with intent to engage in criminal sexual activity, travel with intent to engage in illicit sexual conduct.
"While these criminal charges are allegations, what the detective alleges points to the need for parents and guardians to be vigilant about how our children use social media," said St. Louis County Prosecuting Attorney Wesley Bell. "As a father myself, I find no allegations more disturbing. Anyone with any evidence of a sex crime committed against a child must contact law enforcement or our office."
He's being held without bond.
