
ST. LOUIS (KMOX) - A former North County Police Cooperative officer is facing charges for allegedly sexually assaulting men he detained.
Marcellis Blackwell, 34, formerly known as formerly known as Willis Green Overstreet III, is facing 16 counts of deprivation of rights under color of law and five counts of altering records in a federal investigation.
Blackwell was previously charged with first-degree sodomy back with June 2023 after he allegedly sexually assaulted a 37-year-old man at a secluded location on the campus of Normandy High School while he was handcuffed.
Authorities say that following that report, seven additional victims came forward following media coverage of one victim’s report.
According to investigators, between Nov. 2022 to June 2023, Blackwell allegedly fondled the genitals of eight men who he had detained or handcuffed, committing abusive sexual contact, including sodomizing one of the men with his finger, an act of aggravated sexual abuse.
An indictment said Blackwell kidnapped the men and turned off his body camera prior to some of the incidents.
“The conduct alleged in the indictment is unacceptable for anyone, but infinitely more so for a police officer and when it involves handcuffed, helpless victims,” said U.S. Attorney Sayler A. Fleming. “We still have not identified all of the men who appear in recordings on the defendant’s phone and I’d like to encourage any potential victims to contact the FBI in St. Louis or the U.S. Attorney’s Office.”
Authorities have also discovered videos of victims that have yet to be identified on Blackwell's phone.
