The Legislature passed the proposed constitutional amendment Tuesday on a 95 to 59 vote, with most Republicans in favor and most Democrats opposed.
The plan would phase out the 4.7% income tax and replace it with sales tax revenue.
Democrats warn it amounts to the largest tax increase in state history, shifting the burden from income to sales taxes in a way that would hit working families hardest. Republicans say it's a necessary step to grow the state's economy.
Nine states don't have an income tax, including neighboring Tennessee.
