St. Louis County Councilman Tim Fitch says when you add up the school districts, fire districts and community improvement districts--county taxpayers could be asked to pay $67 million more than last year. "There's going to be a huge windfall to all the taxing districts in St. Louis County -- we have more than 100 of them. They've all been quiet about it, which is interesting. I think they believe this is just going to fly under the radar and they're going to get this big windfall."

Fitch says the St. Louis County only has the power to lower the rate on the personal property tax the county collects, which is only $1.5 million of the $67 million increase. And Fitch says it's too late to change the bills that goes out in November, because the tax rate was set last December. But he says they'll try to roll it back for next year---with a refund---this coming December.
