Soulard Alderwoman Jami Cox Antwi said the mound started off as a small pile of dirt that first appeared at the beginning of the year.
"At that time, the pile was maybe a couple of feet high [and] obviously not what residents were concerned about," Antwi said. "And so I think there has definitely, definitely, definitely has been a weird progression and escalation in just what the heights of this dirt mound was able to reach."
By last Friday, the mound at 22-21 South 7th Street reached over 15 feet and was condemned.
Antwi said the move came after residents submitted multiple complaints to the city and took to social media. She said through working with the city, the pile was condemned a stop work order was issued, meaning no more dirt can be dumped on the property.
"And they were also given a strict deadline of when to move the dirt," said Antwi. "If the dirt is not moved, the city will move the dirt and bill the property owner accordingly and they are aware of that."

Tim Jefferies, the Acting Building Commissioner for the City of St. Louis, said one of the reasons the mound was condemned because it could pose an environmental and safety risk to nearby residents and children.
"We were concerned for anybody who could play on that dirt," Jefferies said. "Health, safety and welfare of the citizens is the goal of the safety codes."
