Kansas Gov Kelly vetoes second property tax bill in April

For the second time this month, Kansas Governor Laura Kelly has rejected a property tax bill passed by lawmakers, continuing an ongoing standoff over how to deliver relief to residents.

Kelly said the latest proposal failed to provide a balanced, sustainable solution and raised concerns about its long-term impact on funding for essential services like education and local governments. While acknowledging the need for property tax relief, she emphasized that any plan must avoid shifting financial burdens in ways that could create future budget shortfalls.




Supporters of the bill argued it would have offered immediate relief to homeowners facing rising property values and tax bills. However, critics — including the governor — warned the measure relied too heavily on mechanisms that could strain the state’s finances down the road.

This marks the second veto of a property tax measure by Kelly in April, signaling deep divisions between the governor and Republican lawmakers on how to address the issue. Legislators could attempt to override the veto, though it remains unclear if they have the votes to do so.

With the legislative session nearing its end, the repeated vetoes leave the future of property tax reform in Kansas uncertain, as both sides continue to push for competing approaches.
