California Highway Patrol in Contra Costa made an odd discovery Tuesday after a carpool lane enforcement netted a passenger that just didn't feel real.

July 16, 2019 A driver in the East Bay really wanted to use the HOV lane, much to his chagrin, California Highway Patrol in Contra Costa pulled him over to learn that his passenger was a fake.
The CHP officers found a mannequin seating comfortably in the passenger seat.
"Angel didn't have much of a personality as a passenger when we met her this morning during our Carpool Enforcement on #hwy4 She just oddly stared at us while we issued her chauffeur a ticket for carpool violation," the CHP Contra Costa officer said in a tweet.
The issue has become so ubiquitous in recent years that states such as New York, California, and Florida have created dedicated police units to patrol highways for people driving in HOV lanes with dummy passengers.
The fine for attempting illegally use the HOV lane is a minimum of $490.00 fine.
