Napa man facing federal charges after FBI finds five pipe bombs, bomb-making manuals

A Napa County man is facing federal charges after agents uncovered five pipe bombs in a search of his business earlier this month.

Ian Benjamin Rogers, 43, was charged in a federal complaint filed Tuesday.

"We allege that Ian Benjamin Rogers possessed homemade pipe bombs and the materials to make more," U.S. Attorney David said in a Wednesday release about the arrest and charges. "We draw a bright line between lawlessness and our constitutional freedoms. We will prosecute illegal weapons stockpiles regardless of the motivation of the offender."

The bombs, along with "other explosive material" like black powder, pipes and endcaps, were found during a joint investigation by the FBI’s Joint Terrorism Task Force, Napa County Sheriff’s Office and Napa Special Investigations Bureau.

At least 49 firearms and thousands of rounds of ammunition were seized at Rogers’ business and home. The U.S. Department of Justice said manuals like "The Anarchist Cookbook," "U.S. Army Improvised Munitions Handbook, and "Homemade C-4 A Recipe for Survival" were also recovered from the scene.

Agents also found a sticker on Rogers' vehicle window for the so-called "Three-Percenters" movement, a far-right group supporting "extreme anti-government, pro-gun beliefs."

Rogers is being held on $5 million bail.

He’s charged with unlawful possession of unregistered destructive devices, which carries a maximum penalty of 10 years in prison and a $250,000 fine.
