When the polls close at 8 tonight, the ballot counting will begin, but don't expect to go to bed or to wake up tomorrow, finding out which governor or L.A. mayor candidates are moving on to the November runoffs. It'll take a few days at least for results that we can officially call. But why does it take so long now? Kim Alexander, president of the California Voter Foundation, explains.
