DALLAS (1080 KRLD) - Dallas City Councilman Kevin Felder turned himself in this morning in connection with a hit-and-run accident involving a teenager on a scooter.

Felder is facing a charge of accident involving injury, a third-degree felony.

A witness told police that Felder hit a teen on a scooter and left the scene on February 13.

Felder’s attorney, Pete Schulte, says the councilman never struck the teen.

"The teen was swerving in the road and when the councilman pulled over to avoid hitting him, the teen threw the scooter down. A collision never took place."

Schulte says from the beginning, Dallas police have made it difficult for the councilman.

"Once I got a copy of the arrest warrant, I realized, in a rare occurance, a bond had not been set. I was not going to let the councilman spend the night in jail and wait to see a judge in the morning," he says.

Felder represents South Dallas and Fair Park in District 7.
