Attorney Ben Crump is representing Donald Neely after a photo of him went viral on August 3. It showed Neely, rope tied, being led by two cops on horseback for about six blocks.

"If you don't release it in 30 days, we're going to invited other civil rights' advocates. We're going to invited other mental health advocates. We're going to invite other human rights' advocates to come and have a great march in Galveston," Crump said.

Galveston's police chief has said the officers were following procedure. He also said they had no malicious intent.

The Texas Rangers are investigating the case.
