The Fort Worth City Council has rejected a zoning change to allow low-income housing near Azalea and Carroll Street in the Linwood neighborhood near downtown.

Developers want to build an 80-unit apartment complex but Linwood residents have been fighting it because of concerns about parking and traffic issues.

The developer asked the county to re-zone the land to "urban residential" allowing for more housing density.

But the council voted the change down with only three of the nine members voting "yes."
