Carefully avoiding mentioning President Donald Trump by name, Biden hammered the policies of the current administration, including its handling of the COVID-19 pandemic.
Meanwhile, President Trump traveled to Pennsylvania Thursday for a campaign event in Biden's hometown of Scranton. The Republicans will hold their national convention next week.
