The Dallas City Council agreed to consider a ban this year, and now activists are targeting Fort Worth. But the fight might be harder there, where horses are tied to the city's rich history.
Fort Worth city leaders say carriage operators are regulated and take good care of their horses. They said all complaints are taken seriously and investigated.
But animal activists say horses should not be on the streets with vehicle traffic because horses are easily spooked and can be unpredictable, creating a dangerous situation for both the animal and people in the carriage.
