The City of Dallas is observing its first of three scheduled furlough days on Friday, July 10, 2026, closing all public library branches and several administrative offices as officials work to close an approximately $30 million budget shortfall for the current fiscal year.
Most non-uniformed city employees paid through the General Fund are required to take the unpaid day off. The city announced the measure in late June alongside a hiring freeze and overtime restrictions. The three furlough dates are July 10, Sept. 4 and Sept. 28.
All Dallas Public Library locations are closed for the day, though digital resources and the online catalog remain available at DallasLibrary.org. City Hall is closed to the public, along with Code Compliance offices and the Dallas Water Utilities customer service lobby at City Hall. Several cultural centers, including the Oak Cliff Cultural Center, Latino Cultural Center and South Dallas Cultural Center, are also shut. Parks and Recreation administrative offices are closed, though many parks, trails and select facilities remain accessible.
Essential services continue without interruption. Dallas Police, Dallas Fire-Rescue and EMS operations are fully operational. Sanitation services, including garbage, recycling and bulky item collection, are running on normal schedules. The 311 customer help line is open, Love Field and Executive Airport are operating normally, and water, wastewater and stormwater operations remain on their regular 24/7 schedule.
City Manager Kimberly Bizor Tolbert said in a statement that furloughs are not the preferred solution but help reduce expenses while protecting jobs and employee health benefits.
Residents needing non-emergency assistance are encouraged to use the 311 app or website. Water billing questions can be directed to 214-651-1441 during business hours. The city has published a detailed list of affected services on its official site.
