Dallas board reverses city decision on poker room permit

A city panel has overturned Dallas officials’ decision to revoke the permit for a North Dallas restaurant that plans to operate an upscale poker room.

The Board of Adjustment Panel A voted 4-1 late Tuesday to reinstate the certificate of occupancy for Champions Social Club, which was revoked by the city last April, just days after being issued.

David Neumann, the panel’s chair and a former Dallas City Council member, cited a recent Texas Supreme Court decision declining to review a 2024 appeals court ruling in a separate poker room case as the reason for his motion in favor of the club.

City attorneys argued the permit had been issued in error and that poker rooms are not an approved land use under city code. The city opposes such operations, saying they violate state law.

The decision followed a seven-and-a-half-hour hearing in which opponents, including many residents from the nearby Bent Tree North neighborhood, voiced concerns about the club’s impact.

As part of the approval, the board required Champions Social Club to build an 8-foot fence blocking vehicle and pedestrian access to the parking lot from Briargrove Drive to reduce traffic through the subdivision.
