Dallas City Council voted Wednesday to reject costly repair plans for the aging City Hall and directed officials to prepare a full side-by-side comparison of relocation and redevelopment options. The 9-6 decision came during a special called meeting at City Hall, just one day after a judge blocked a direct relocation vote.

Council members turned down proposals that would have committed the city to hundreds of millions of dollars in renovations for the nearly 50-year-old I.M. Pei-designed building at 1500 Marilla Street. Instead, they instructed the city manager to deliver a comprehensive cost analysis of repairs versus moving city operations and redeveloping the site by August 26.

The vote marks the third time in six months council has sought more information on the building’s future. Repair options presented included up to $770 million in bond debt or significant property tax increases and cuts to city services such as libraries and parks. Officials have described the structure as outdated and a potential drag on downtown growth.

Mayor Eric Johnson praised the outcome, calling relocation a more prudent use of taxpayer dollars that could help revitalize the urban core. Supporters of staying argued the existing building represents the most sustainable choice and questioned some cost estimates. The meeting drew strong public attendance, with residents voicing opinions late into the evening.

The debate comes as Dallas prepares to host major events, including multiple 2026 FIFA World Cup matches at nearby AT&T Stadium. No timeline for a final decision has been set, but the August briefing will give council members and the public clearer financial comparisons.
