Dallas is restructuring its social-service programs and contracting policies to comply with new federal rules that ban the use of diversity, equity, and inclusion criteria in government-funded initiatives.
City officials confirmed the shift this week, outlining a move toward race- and gender-neutral standards across multiple departments.
The changes affect how the city awards contracts, manages business-inclusion programs, and oversees its equity, housing, and community-care units. Under the new framework, previous equity-focused contracting requirements and business-inclusion plans will be phased out and replaced with broader, metro-area small-business initiatives designed to avoid any preference based on race or gender.
City leaders say the reorganization consolidates several divisions under an updated “opportunity” structure that keeps Dallas in line with federal guidance while maintaining support for vulnerable residents. The transition is expected to continue into 2025 as departments adjust their policies and reporting requirements.
