Dallas seeks new rules for scrap tire haulers

DALLAS (1080 KRLD)- The City of Dallas is working on new regulations for companies that store or transport scrap tires. City officials hope those regulations will help prevent used tires from being illegally dumped.

"As I understand it, the biggest problem with the illegally dumped tires are from the transporters who pick them up from legitimate tire shops...and the tire shops really don't know where they're going," said Dallas City Council Member Paul Ridley. "They just know they've gotten rid of them. They pay them to dispose of them legally, but they end up by the roadside."

The proposed new regulations would set up a new definition for companies that qualify as a "scrap tire transporter".  Businesses that store scrap tires would be required to mark them with a registration number, and businesses that haul scrap tires would be required to maintain a manifest for three years.

"I think that this will give us a little more teeth, a little more ability to identify where some of these illegally dumped scrapped tires are coming from," said Christopher Christian, Assistant Director of the city's
Code Compliance Services Department.

The city plans to work with companies in the tire hauling and disposal industry on the issue later this year. It could also take several months to train the city staff on the proposed new rules and implement a new software system.
