H-E-B plans two new Garland stores, including budget-friendly Joe V's Smart Shop

GARLAND — San Antonio-based grocery giant H-E-B is bringing not one but two new stores to the Dallas suburb of Garland, the company announced Monday — a move that signals the Texas retailer's continued aggressive push into the North Texas market.

H-E-B unveiled plans for two new projects in the City of Garland in a February 24 news release. The first project will revitalize a vacant shopping center at the northeast corner of Centerville Road and LBJ Freeway. The approximately seven-acre site will become home to North Texas' fourth Joe V's Smart Shop, H-E-B's value-focused spinoff brand that emphasizes high-quality products at the lowest prices in the marketplace. Construction is expected to begin in the coming months.

According to filings with the Texas Department of Licensing and Regulation, construction on the Joe V's location is set to begin March 1, 2026. The filings note the renovation of an existing 39,186-square-foot space at an estimated cost of roughly $400,000, with alterations expected to be finished by July 1, 2026.

Joe V's Smart Shop carries fresh produce, organic selections, in-store cut meats, house-made tortillas and breads, and daily-made sushi — all at bargain prices. The first Joe V's in DFW opened in Dallas in June 2024, followed by a second in far east Dallas in March 2025 and a third on Airport Freeway in Irving in November 2025.

The second Garland project involves H-E-B's intent to develop a full-service H-E-B store on a 21-acre site between Crist Road and Firewheel Parkway off President George Bush Turnpike. The purchase of that property is not yet final.

While H-E-B has not yet confirmed specific details for the full-service store, its North Texas locations typically include a full-service pharmacy with drive-thru, curbside and home delivery service, a Wellness Primary Care clinic, and a True Texas BBQ restaurant.

H-E-B, which celebrates its 120th anniversary this year, operates more than 455 stores in Texas and Mexico, employs over 175,000 people, and generates more than $50 billion in annual sales. The company entered the Dallas market in 2001 with its upscale Central Market banner, which now has six DFW locations, before launching its broader H-E-B grocery expansion in the region starting in 2022.

H-E-B says additional details on both Garland projects will be shared as they develop.
