A new mixed-use development has been approved for some of Plano's most historic acreage.

The plan for some of the last undeveloped land of Haggard Farms does not sit well with some neighbors who've been trying to block a zoning change since September.

But the Plano Planning and Zoning Commission signed off first and then, last night, the City Council approved the change on a 5-to-3 vote.

The developer is Rutledge Haggard, a descendent of the Haggards who first bought the Collin County land just 20 years after the Alamo.

He believes most people will be happy with the development of the family land near the Dallas North Tollway between Spring Creek Parkway and Parkwood. It will include retail, townhomes, high-end apartments, a park, a boutique hotel and other amenities.

The neighbors who objected fear this will create too much population density, subtracting from the suburban feel that many moved to Plano for in the first place.
