In a Facebook post, the Mansfield Police Department says Parker was adopted this morning, less than 20 minutes after the shelter opened for the day.

MPD says people had started lining up outside the shelter at 6:00 a.m., two hours before it opened.

After the four-month-old Pyrenees mix was dropped off outside the shelter with the thick PVC pipe around his neck, workers from Mansfield Parks and Recreation helped Animal Care and Control cut the pipe off his neck.

Parker was nursed back to health and was adopted this morning.
