Investigators say the man who opened fire at a Dallas Immigration and Customs Enforcement facility last month believed he had been exposed to radiation and had become paranoid about touching plastic or being near others.
The shooter, identified as 29-year-old Joshua Jahn, killed two detainees, wounded another, and then took his own life during the September attack. Records obtained by investigators show Jahn had grown increasingly unstable in the weeks leading up to the shooting, convinced that he had suffered radiation exposure while living near a former Manhattan Project site in Washington state.
Officials say Jahn legally purchased a rifle and practiced shooting with his father in Oklahoma before traveling to Texas. Investigators also found ammunition labeled “ANTI-ICE” and notes suggesting he targeted the facility intentionally, though his exact motive remains unclear.
Authorities say Jahn had no known criminal history or formal mental health diagnosis. Federal officials continue to review how he gained access to the facility and whether additional security measures are needed to prevent similar attacks.
