Texas AG Paxton investigates North Texas businesses for H-1B visa fraud

Texas Attorney General Ken Paxton is investigating nearly 30 North Texas businesses over alleged fraud and abuse of the federal H-1B visa program.

Paxton announced Thursday that his office issued Civil Investigative Demands to the companies as part of an expanding probe that began in January. The businesses are suspected of operating so-called “ghost offices” — fake or minimally active locations used to sponsor foreign workers through the H-1B program, which allows U.S. employers to hire professionals in specialty fields such as information technology and engineering when qualified American workers are unavailable.

The attorney general’s office is demanding employee records, financial statements, details on products and services offered, and internal communications to verify whether the companies are legitimate operations or sham entities created primarily to obtain visas.

Among the named businesses are Tekpro IT LLC and Fame PBX LLC in Plano, 1st Ranking Technologies LLC in Lewisville, Qubitz Tech Systems LLC in Irving, Virat Solutions Inc. in Frisco, Oak Technologies Inc. in Irving, Techpath Inc. in Irving, and Techquency LLC in Cedar Park.

In a statement, Paxton said, “I will not allow the H-1B program to be abused by bad actors seeking to use it as a loophole for allowing foreign nationals to invade Texas. My office will continue working to uncover and put an end to fraud within the H-1B program.”

One company, Virat Solutions, called the allegations unfounded and said it is cooperating fully with the investigation. Other businesses have not publicly commented.

The probe comes amid heightened national debate over the H-1B system. More than 17,000 new H-1B visas were approved in Texas in fiscal year 2024, with thousands going to companies in North Texas cities including Irving, Richardson, Dallas and Frisco.

The civil investigation has no confirmed criminal charges at this time and focuses on compliance with federal immigration rules.
