A three-year review of the Fort Worth Police Department has been presented to the Fort Worth city council saying the department has solid policies but officers are often not held accountable when they fail to follow procedures.
A panel of criminal justice experts was created after Atatiana Jefferson was shot and killed by a Fort Worth police officer in 2019. The city has been harshly criticized because that officer has still not come to trial.
During a City Council Work Session, Dr. Theron Bowman of The Bowman Group says one of the big takeaways is that instead of de-escalating, police are sometimes escalating certain situations.
In presenting their report, Bowman said one of the recommendations is to adopt the LEED model, encouraging officers to listen and explain with dignity and equity.
The consultants have praise for Police Chief Neil Noakes and acknowledge the department is making positive changes.
